Unfortunately, the page that I used to make that is having a random 502 error at the moment. We'll try later.

Would be interesting to see a probable electoral college map for that setup. I feel like we'd have a lot more swing states, because every single state would be guaranteed to have a major metro area as well as, in most cases, a large hinterland. Would Minneapolis still be a Democratic stronghold now that it's swallowed up most of the Dakotas? Would the various states of Texas still be under GOP lockdown?

[EDIT: I also wonder if you could do congressional districts this way- although it would be a stretch for mega-cities like New York that have more than one district within their borders.]

[EDIT: Works...I tried making a map for Canada's ten biggest metro areas. Three provinces are headquartered in south-eastern Ontario, of course.]

I think perhaps it includes the territories of Spain and Britain at some point in the 17th or 18th century. Less of a Roman Empire, more of a Roman-Empire-and-its-successors—though you'd think more of Russia would be covered.
