Definitely green on the outside. Probably red in the middle, as kodé said. It's more visually pleasing to have the darkest colour furthest from the centre, but putting the red and green next to each other is too low-contrast. Plus, this way it can be stylized as two stripes of yellow for use in various other motifs.

The fleg of Firnerámen is a 2:1 vertical tricolor of dark green, white, and dark blue. Each stripe corresponds to one of the main pre-unification countries on the subcontinent.
The fleg of Hoenn is based on the designs seen on the bodies of the weather trio — Groudon, Kyogre, and Rayquaza. It was made by /u/Yottaphy, and is used with kind permission.
