In my quest to organize the Tloko glyphs by radical I've considered just following Hanzi or using the position of the most prominent portion of the glyph like Kanji. Instead, I have tentatively decided to go with a sort of combination.

As you can see, there are 7 radicals, each defined by what they resemble. Their variations are listed below them, but not exhaustively. Are there any others you can think of? What about variations on these?

These are the hamo (hook) glyphs.

These are the uaso (cup) glyphs.

Are there enough radicals? Should I bother with a radical system or simply list the glyphs 'alphabetically'?

I welcome feedback, please.

The radicals that you mention seem to cover most forms that one would think of being radicals, while lumping together ones that are fundamentally similar. I cannot think offhand of other things that one should include as being radicals. The only thing is that I think that  "speck" should only be a radical if something does not have anything else that can be identified as a radical.
