It does not appear to be currently possible to comment on people's blog posts. I could comment on my own posts if I wanted to but other people don't appear to have this power (and vice-versa); furthermore, there does not seem to be a setting for this anywhere.

I guess it's not really a surprise that Eastasia's IP space is a disaster though—I've heard stories that the overcrowding is so bad that some Chinese ISPs were actually caught allocating addresses they didn't have jurisdiction over. Small blocks spread out over multiple provinces seem like a relatively minor problem by comparison (albeit an inevitable precursor.)
