I also thought about the possibility that he has no parents. But then he would have a guard or something like that. Would he?
(And I am aware Android is not much better. But is there any better system for a tablet computer, apart from custom Linux installations? CM?)

Pity. But I am poor as well, don't be sad. Though the price of the cheapest tablet computer here (in Poland, duh) is around 200 zł (ca. € 50) and I could afford it.
(And Android is still better than OSX/iOS.)
