Probably mimicking actual administrative division capitals, which are fairly frequently not the powerhouse city of the locale. Think California or Washington.

Now I'm really curious as to why some of the cities on that map were picked as the "capitals". Many, like Olympia, Des Moines, and Santa Fe, make sense; they're already capitals. But Elyria? Seriously?

That's fair, I just don't do GUIs; beyond syntax highlighting, I don't really see much of a point for this tool, at least as a stand-alone application.

Uh. No. This is about making sure regexes can be replaced unless they're adjacent to a word inappropriately. Feel free to break 'em up however you want—there's always [[b][/b]no_emote], too.

The secret is to use \B next to punctuation marks and \b next to letters, e.g. \B:o\b for ":[b][/b]o".
