The IUP is a transplanetary country. It was founded after the symbolic resignation of the last Sanoinam emperor. It has a system similar to a parlamentary one, with a senate, a prime minister and a figure-head "President of the Union" (apointed by the senate) In it's first three senturies, it continued conquering territory under the senatorial control of the Sanoinamaki nobles. The Earth was annexed in the first half of the fifth century, after a massive economic crisis which almost led to its demise. By the end of the fifth century, the IUP was a non expanding, highly beurocratic, massively underpopulated unproductive mass of territory. Its officials stopped campaigning and the voter turnout was negligeable. They often abandoned especially unproductive territories and left them as a part of the IUP only in name. Their army is presumed to still be as mighty as in the days of the Empire but it is never used or even seen anymore.
