The Chinese National People's Congress is smaller, but still has almost 3,000 delegates. It meets only once per year for two weeks and mostly rubber-stamps decisions taken by the Chinese leadership. I assume that model would also work at a scale of 12,000 members. And I'm sure that's how Uncle Joe would do this.
